Internal promotion decisions are usually made informally, months before any formal process begins. The person with a documented record of impact enters that conversation already ahead.
Keep a running impact log. Every month, record what changed because of your work, with a number attached wherever one exists.
Ask directly what the criteria are for the next level, then close the visible gaps deliberately and report progress against them.
When the opening appears, present a written case, not a conversation. An updated internal resume that mirrors the target role's requirements is remarkably persuasive.
